The inspection started with a records <br />check at the Garfield County Courthouse in Glenwood Springs followed by a ground inspection of the site. Elliott <br />Russell of the Division and Andy Bruno, the landowner, also attended the inspection. The weather was clear with <br />temperatures around eighty five degrees during the inspection with dry ground conditions. Coal Ridge Mine is <br />currently inactive and no mine represtative accompanied the inspection. The primary focus behind this inspection <br />was to inspect the site for compliance with the Coal Ridge Mine PAP in regards to the SL -03 bond release <br />application for total Phase III bond release. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The Coal Ridge No. 1 Mine's compliance records are at the Garfield County Courthouse in Glenwood Springs, <br />Colorado. Please see the Division's Availability of Records form at the end of this inspection report for more <br />details. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />As stated earlier in this report, the primary focus for this inspection was to ensure compliance with the Coal Ridge <br />Mine PAP and Rule 3.03.3 for Phase III bond release and site termination of jurisdiction. The entire mine site was <br />walked and evaluated for reclamation success and revegetation. During the inspection, vegetation was identified <br />and compared to the Coal Ridge Mine's post -mining seed mix for the associated post -mining land uses and <br />vegetation reports provided within the SL -03 application. The mine site is broken into two different areas; 1) dry <br />land pasture and 2) sagebrush revegetation area. <br />Within the dryland pasture area, the following vegetation was identified: <br />Smooth Brome (Bromus inermis), Western Wheatgrass (Pascopyrum smithii), Crested Wheatgrass (Agropyron <br />cristatum), Bulbous Bluegrass (Poa bulbosa), and minor amounts of Downy Brome (Bromus tectorum). <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 7 <br />
