3 June 2020 C-1981-010/Trapper Mine RAR <br />TOPSOIL — RULE 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br />o No instability or rilling were noted on the observed topsoil piles. Piles appeared to be marked <br />appropriately and well vegetated. <br />USE of EXPLOSIVES — Rule 4.08 <br />General Requirements 4.08.1; Pre blasting survey 4.08.2; Public Notice of Blasting Schedule 4.08.3; <br />Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br />Seismographic Measurements 4.08.6 <br />A parting shot in L dip pit was observed. All notifications were audible and all documentation was up to <br />date at the time of inspection. Blasting records were checked and no issues were noted. <br />BACKFILL and GRADING — RULE 4.14 <br />o Backfilling and grading has commenced for 2020 and is progressing as permitted. <br />RE VEGETATION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation and revegetation appeared to be progressing adequately. <br />o Revegetation was beginning to green throughout the site. <br />o Small areas of weeds were noted at the time of inspection. Weed spraying will commence in the <br />next week or two to mitigate weeds throughout the site. <br />o Reclamation consists of benching overburden hauls. <br />o Cows were grazing in areas on the west end of the site. <br />FISH and WILDLIFE— RULE 4.18 <br />Abundant wildlife is often observed throughout Trapper mine. Wildlife included red and white tailed <br />hawks, waterfowl consisting of merganser duck, sandhi]] cranes, herons and other birds such as bluebirds. <br />Deer, antelope and coyote were also noted during the inspection. <br />INSPECTION, ENFORCEMENT and CIVIL PENALTIES — R ULE 5 <br />Inspections 5.02; Availability of Records <br />Permit document and blasting records were inspected. Please see records section below for permit <br />document records. Items highlighted in yellow require attention. Blasting records were up to date and <br />complete. <br />DOCUMENTS RECEIVED <br />o MR 225 for three new groundwater monitoring wells to be drilled in the first, second and <br />third white sandstone formations for assessing activity in I and J pits. <br />o Approval notification of TR124 to sister agencies. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />
