2 June 2020 C-1994-082/Yoast Mine RAR <br />HYDROLOGIC BALANCE — Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.51 4.05.6; Discharge <br />Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br />4.05.9; Stream Buffer Zones 4.05.18 <br />o Pond 10 was discharging at the time of inspection. Pond banks were stable. The dam outslope <br />showed no signs of seepage. The discharge structure and weir were in good repair. <br />o Sinkhole about 15 ft across at the top was identified in drainage YPM 11. <br />o Pond 13 was not discharging at the time of inspection. Pond banks were stable. The dam <br />outslope showed no signs of seepage. The discharge structure and weir were in good repair. <br />o The spring above Pond 13 was not discharging at the time of inspection. <br />o Pond 12 was discharging at the time of inspection. Pond banks were stable. The dam outslope <br />showed no signs of seepage. The discharge structure and weir were in good repair. <br />TOPSOIL -Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />o Topsoil piles, mostly associated with permanent roads and ponds, were observed to be <br />adequately marked, stable and vegetated. <br />o As the site has been reclaimed, most topsoil has been utilized throughout the site. <br />SLIDES and OTHER DAMAGE 4.12 <br />o The site, in the past, has experienced soil movement in the form of slumps and slides. At <br />the time of inspection no evidence of recent new movement was apparent at any of the <br />slumped areas at the time of inspection and historic slide/slump areas appeared stable, <br />with the exception of the sinkhole identified earlier. <br />REVEGETA TION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation and revegetation is progressing adequately. No extensive areas devoid of <br />vegetation or weed infestations were apparent at the time of inspection. <br />o A diverse selection of grasses, forbs, native perennials and shrubs were green and in some <br />cases flowering. <br />FISH and WILDLIFE— RULE 4.18 <br />Numerous hawks, bluebirds and waterfowl including American Coots, were observed throughout the <br />inspection. <br />INSPECTION, ENFORCEMENT and CIVIL PENALTIES — R ULE 5 <br />Inspections 5.02; Availability of Records <br />Permit document records were inspected.
