',) ii Mathes <br /> May 28, 2020 <br /> SWSP OPERATION <br /> This pit did not exist, and no ground water was exposed, prior to January 1, 1981. This plan proposes <br /> to replace depletions to the Arkansas River that result from historical depletions at the site, <br /> evaporation of exposed groundwater within Phase I-Parcels 1-3 and Phase II-Parcel 5 of the mine site, <br /> totaling 13.8 acres, water removed in mined product, and water used for dust suppression. Fremont <br /> Paving is not planning on providing water for batching concrete during this plan year. <br /> The 13.8 acres of exposed ground water includes approximately 10.9 acres of ponds in Phase I, <br /> approximately 2.4 acres of ponds in Phase 11, and approximately 0.7 acres at the sedimentation pond <br /> in Phase 11. <br /> In accordance with the letter dated April 30, 2010 from the Colorado Division of Reclamation, Mining, <br /> and Safety ("DRMS"), all sand and gravel mining operators must comply with the requirements of the <br /> Colorado Reclamation Act and the Mineral Rules and Regulations for the protection of water <br /> resources. The April 30, 2010 letter from DRMS requires that you provide information to DRMS to <br /> demonstrate you can replace long term injurious stream depletions that result from mining related <br /> exposure of groundwater. The reservoir liner, constructed to prevent the infiltration of tributary <br /> groundwater, was most recently inspected by our staff on June 6, 2019. Additional information about <br /> the leak test plan was submitted by the Applicant on June 20, 2019. The testing plan and leak test <br /> were found to be adequate. All water inflows and outflows for this site must be accounted for on at <br /> least a monthly basis, by the 10th of the month following the accounting. According to the <br /> Acceptance of Financial Warranty letter written by DRMS on November 25, 2019 (available from the <br /> DRMS website at the following link: <br /> ), Fremont Paving currently holds a bond in the amount of $1,955,780 for reclamation <br /> at this site. <br /> DEPLETIONS <br /> Well permit no. 54064-F (WDID 1406561) was obtained to expose water in this pit. Fremont Paving <br /> will continue to mine the site with an estimated annual amount of aggregate to be produced of <br /> 310,000 tons. As described above, this SWSP is based on 13.8 acres of exposed water surface area for <br /> April 2020 through March 2021. The total of 13.8 acres of exposed groundwater will result in 47.58 <br /> acre-feet of evaporative loss (see attached Table 1). A total of 21.12 acre-feet of water is expected <br /> to be consumed by mining operations, consisting of 9.12 acre-feet of water lost in 310,000 tons of <br /> aggregate and 12.00 acre-feet used for dust suppression (see attached Table 2). Total operations with <br /> evaporation will result in 68.70 acre-feet of consumptive use. Projected uses and consumption during <br /> the 2020 - 2021 plan year are as shown in the attached Tables 1, 2, and 3. <br /> A Glover analysis was used to create unit response function ("URF") in order to determine the lagged <br /> depletions to the Arkansas River using the following parameters: <br /> • Transmissivity - 100,000 gallons/day/foot <br /> • Storage Coefficient - 0.20 <br /> • Distance to the Stream - 1,710 feet <br /> • Distance to No-Flow Boundary - 5,460 feet <br />
