2. Recirculation Pond—Reclamation <br /> Based on the documented water rights associated with the property, reclamation plans anticipate <br /> leaving a large enough pond within the affected area to contribute towards the decreed use of 40 <br /> surface acres of water. This is needed to ensure that water rights associated to said pond surface <br /> are kept intact through beneficial use. Most of the small ponds currently located throughout the <br /> site will not be present in reclamation. Therefore,the recirculation pond will be adjusted to the <br /> appropriate size to ensure that it contributes sufficiently to the water exposure required. This is <br /> anticipated to typically be 16 acres (Maps F-1 and F-2) but will vary as appropriate based on the <br /> property wide pond area. All other water consumptive uses will either be completed in the past <br /> (first fill) or terminated with reclamation(dust control). <br /> 2_1 Water Quantity <br /> Because this proposal works within the water rights regime established for existing ponds on the <br /> property,there is no proposed change to the affected water quantity or the prevailing hydrologic <br /> balance. <br /> 2_2 Water Quality <br /> Reclaiming the non-pond areas of the site to rangeland as in the currently approved permit will <br /> create a condition that generates less sediment from runoff than the pre-mine condition. Through <br /> this, the water quality of the prevailing hydrologic balance will be maintained following <br /> reclamation. <br /> 3. Conclusion <br /> The expansion of the recirculation pond at Trout Valley Ranch will be done in such a manner as <br /> to preserve the prevailing hydrologic balance. Reclamation of the pond will involve sizing it in a <br /> way that ensures that the total water exposure on the property will be the same as that allowed by <br /> water rights decreed for water surface exposure. Mining onsite has shown that sufficient fines are <br /> available to backfill any area of the site above groundwater. Therefore,no material import is <br /> necessary.
