L PROCEDURES AND SUMMARY OF THE REVIEW PROCESS
<br />Coors Energy Company applied for partial bond release under the Colorado Surface Coal Mining
<br />and Reclamation Act following reclamation of the Keenesburg Strip Mine. The mine is located in
<br />Weld County, All or portions of Sections 2 and 11, T2N, R64W; and Sections 25 and 36, T3N,
<br />R64W; 6th Prime Meridian. The mine area is located in:
<br />Township 3 North, Range 64 West
<br />Sections 25 and 36
<br />Coors Energy Company (CEC) has previously requested and been approved for nine bond
<br />releases. Bond release SLI was approved on August 11, 1998 for Phase I on 179 acres and
<br />Phase 11 on 111 acres. Bond release SLI released $1,787,113.00 of the reclamation liability.
<br />A second bond release, SL2, was approved August 31, 2005. Bond release SL2 approved Phase
<br />I release on 51.76 acres. The Division approved $287,918.00 for release from the reclamation
<br />liability for ten (10) reclamation parcels included in the request.
<br />A third bond release application, SL -03, was approved on April 18, 2006. Bond release SL3 was
<br />a Phase II bond release 53.90 acres. The Division approved the release of $130,189.80 of the
<br />reclamation liability for Phase II bond release on ten (10) reclamation parcels. During the
<br />evaluation of SL -03, the Division redefined the original bond amount of $4,402,022.00 to be the
<br />"applicable bond amount" for determining bond release, with no subtraction of structural
<br />demolition costs prior to calculating Phase VII/III liability release values.
<br />A fourth bond release application, SL -04, was approved on January 8, 2010. Bond release SL -04
<br />was a Phase III bond release 165.29 acres. The Division approved the release of $167,911.00 of
<br />the reclamation liability for bond release on 17 reclamation parcels.
<br />Bond Release No. 5, SL -05, received an application for a partial Phase II bond release on a 51.05
<br />acre portion of the reclaimed area on February 19, 2010. SL -05 was approved on September 10,
<br />2010. Parcels approve for Phase 11 bond release in SL -05 included parcels 2, 5, 6, 7, 9, 10, 15,
<br />16, 19, 23, and 29. SL -05 released $120,385.00 of reclamation liability.
<br />Bond Release No. 6, SL -06, was approved on January 4, 2012. SL -06 approved Phase III bond
<br />release on 42.29 acres. The Division approved the release of $63,799.00 of the reclamation
<br />liability for Phase III bond release on nine reclamation parcels.
<br />Bond Release No. 7, SL -07, was approved on April 2, 2015. SL -07 approved Phase I bond
<br />release of 27.1 acres. The Division approved release of $342, 547.09 of the reclamation liability
<br />for Phase I bond release on three reclamation parcels.
<br />Bond Release No. 8, SL -08, approved a partial Phase I, II, and III bond release on 56.12 acres on
<br />February 8, 2016. The Division approved reclamation liability release of $431,867.06 for two
<br />parcels, P 1 and P2 that were approved for Industrial post -mining land use.
