May 19, 2020 C-1981-035/King Coal Mine LJW <br />Drainage Control; Surface Stabilization; Placement: <br />At the King I facility, refuse has been placed in the Lower Refuse Pile as designed in TR -27. Refuse was <br />not being placed at the time of the inspection. The Refuse that was already placed in the Lower Refuse Pile has <br />been placed in lifts and compacted as designed. No signs of settling, slumping or instability were noted. The <br />average particle size appears to be consistent with the material placed in the upper Refuse Pile. The Lower Refuse <br />Pile can be seen in Photos Six and Seven. Near the south end of the LRP is a small highwall, which at the time of <br />the inspection, was stable and in good condition. No signs of sloughage or instability was noted at the time. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The Plant Growth Medium Storage Area at the King I facility was observed. The stockpiled material was <br />stable at the time of the inspection. The piles were labeled and partially vegetated. No signs of erosion of the <br />stockpiles was noted. <br />The Topsoil Stockpile located at the King II facility was also observed. The stockpile is well vegetated shows no <br />signs of erosion. A small amount of windblown coal dust was observed on the pile, however is not considered a <br />problem at this time. Photo Eight shows the topsoil stockpile located at the King 11 facility. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 7 <br />
