The aerial images were collected by Brock
Bowles of CDRMS on May 18, 2020. The images were downloaded, then reviewed by Janet Binns of CDRMS.
This report is a result of observations noted from the aerial images.
The weather at the time of the inspection was clear, and the mine site appears dry.
AIR RESOURCE PROTECTION — Rule 4.17:
There was no sign of dust blowing from the air jig. No other dust clouds were visible either. There were
no photos showing a water truck watering the roads or facilities areas during the period that the photos were taken.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Both the East Pond and the West Pond at King I were dry. Pond 1 at King 11 appeared to hold a shallow
pool of water just at the discharge structure. There was no evidence of recent flows in the ditches. No pooling of
water on roadways, in SAES or other low points could be observed. From the aerial photos, it appears the ponds
and ditches are in good order.
GENERAL MINE PLAN COMPLIANCE:
Coal dust deposition is visible form the aerial photo on the west end of the topsoil stockpile at King II. It
is unclear from the photos if GCC has installed the "windows" in the stacker tube to prevent dust blowing form the
clean coal pile. GCC needs to continue to protect the topsoil resource.
PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
The refuse pile at King I was dry and graded. There were no end dumped piles waiting to be graded. The
access road to the upper pile appeared well graded based on the photos. Collection ditches long the sides of the
refuse pile appeared free of tree branches and refuse. No problems were discerned from the photos.
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 4
