year two, sampling took place between 20 and 28 August of 2018 for all parcels included in <br />the SL20 application. Vegetation cover was measured with systematically located transects with an <br />optical point bar using a point -hit technique. A 10 -point frame was placed at 10 locations along each <br />50 -meter transect for a total of 100 data points per transect. The sampling method used meets the <br />criteria outlined in Rule <br />'` - 4.15.11 (1) and the <br />i = -' .. <br />� permit application. The <br />s ' <br />cover standard for Range <br />Wear site <br />A/B is 33% <br />�•�'' r •, herbaceous cover and <br />f' <br />19% litter for a total of <br />52% allowable cover <br />(permit page 4-103). <br />? Vegetation data for 2017 <br />' x showed a total allowable <br />,"�cover of 82.56%. The <br />wA ` •r <br />total plant cover was <br />71.85% and the total <br />litter cover was 21.08%. <br />Vegetation data for 2018 <br />had a total allowable <br />PhoW: Mixed grasses and shrubs, with the yellow blooming chamisa a focal point. cover of 73.67%. The <br />total plant cover was 60.4% and the total litter cover was 30.25%. Sample adequacy was achieved in <br />2017 and 2018 with 20 transects each and the sample mean for both years was equal to or greater than <br />90% of the reclamation standard. Therefore, a direct comparison of the data can be made to the <br />reclamation success standard as per Rule 4.15.11(2)(a). The reclamation standard for cover in both <br />2017 and 2018 have been met. <br />Vegetation Production <br />Vegetation production was measured by placing three randomly located quarter -meter circular plots <br />along each cover transect. Thirty production transects were sampled. The plots were clipped by life <br />forms of perennial grasses and perennial forbs. Annuals, biennials, noxious weeds and shrub <br />production were not clipped. Following clipping, the harvested plant material was oven dried and <br />weighed to determine average production for the bond release blocks. The sampling method used <br />meets the criteria outlined in Rule 4.15.1 1(1) and the permit application. The revegetation productivity <br />success standard is 62.39 g/m2 or 15.60 g/or for the range site A/B reclamation block. <br />The vegetation production for 2017 averaged 73.05 g/1/4m2. The sample mean was greater than 90% <br />of the reclamation standard but sample adequacy was not achieved. Therefore, the reverse null <br />hypothesis described in Rule 4.15.11(2)(c) was used to demonstrate reclamation success for 2017. <br />The vegetation production for 2018 averaged 46.39 g/1/4m2. The sample mean was greater than 90% <br />of the reclamation standard but sample adequacy was not achieved.
