Map 2_ SL20 proposed Phase III bond release parcels.
Permitted topsoil depth replacement on rangeland is 12 inches plus or minus 2 inches (permit page
4-256). TMI verifies topsoil replacement thickness by scraper load counts. TMI included a load
count and measured topsoil depth for each reclamation parcel in the bond release application. Post
mining topography has been presented to and approved by the Division in annual reports (technical
revisions) each year that reclaimed land parcels are included in this bond release request. All parcels
have previously been Phase I and Phase II bond released as shown in Table 2 above.
Bond Release Blocks Delineation
As discussed in permit section 4.4.1, reclaimed parcels are compared to three different range
standards based on elevation:
1. Range site A standards apply to elevations greater than 7200 feet
2. Range site B standards apply to elevations between 6700 and 7200 feet
3. Range site C to elevations below 6700 feet
Shrub clumps of approximately 1.6 acres each are established from the transplanting of mature shrubs
retrieved from the advancing areas of the pits.
Contiguous areas of range site A and range site B seeded in the same year and receiving similar
reclamation practices may be lumped together into one range site AB parcel. When the bond release
blocks are comprised of both A and B range site areas, cover and production standards for range
site A will be applied to the block relative to demonstrating reclamation success (Permit section
4.4.1.5). For SL20, the 14 parcels comprised a mix of range site A and B, and therefore were
aggregated to one rangeland A/B bond release block.
Cover and Species Composition
Vegetative cover was sampled between 12 July and 28 August 2017 for year one sampling and, for
Permit Number C1981010
SL20 Page 9 of 17
