Ed Ogrodny of Mountain Coal Company (MCC) accompanied the inspection. The weather was clear, <br />warm and dry, although it had rained at the site the day before. The mine was active. <br />Both the Division and MCC had protocols in place to prevent the spread of Covid 19. As a result MCC <br />staff were working from home where it was possible for them to do so, and anyone at the mine was required to <br />wear a mask and to have their temperature checked on arrival and departure. Per Division protocol, the inspector <br />and mine staff traveled in separate vehicles. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were available in the mine office. Details are given at the end of this report. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Short sections of 18" diameter half -pipe had been placed in the ditch along the Sylvester Gulch haul road, <br />above the inlet to culverts, to allow MCC staff to sample runoff in accordance with the requirements of the <br />renewed CDPS permit. Each of these culverts is an outfall location under the renewed discharge permit, and is <br />identified as such on the ground by a sign on a t -post. <br />Check dams/sediment traps had been refreshed in roadside ditches around the site. <br />The east cell of the RPE pond was holding water, but was well below the discharge level. Accumulated <br />sediment had been removed from the pond earlier in the spring. <br />The SG1 pond was also holding some water, also well below the discharge level.
