EVERIST, INC. - RAGSDALE RESERVOIR ADEQUACY RESPONSE 01 <br /> MAY 6, 2020 <br /> Mining in Phases 1, 2, 3, 4, 5 & 6 will be mined after the slurry walls are completed around <br /> them. But it will be necessary to pump out any water captured during lining and during the <br /> time until the liner certification is complete. The losses associated with this action will be <br /> covered in the Temporary Substitute Supply Plan ( TEMPORARY SUBSTITUTE SUPPLY <br /> PLAN ) developed for the mine. <br /> Stages 1A, 2A, 4A, 413, and 5A will be dewatered during mining so they can be mined dry. <br /> Dewatering will have to continue in some capacity until mining ends. The side slopes in <br /> these backfill phases will be mined 3h to 1v so they do not need to be graded if mining ends <br /> prematurely. The pumps would then be removed and the mined area would fill with water <br /> and remain that way till backfilling is complete. The evaporative losses from these ponds <br /> will be accounted for in the Temporary Substitute Supply Plan until backfilling is done. <br /> With respect to the additional figure/table referred to above <br /> detailing the utilities in the areas to be mined, please acknowl- <br /> edge that DRMS will require a TECHNICAL REVISION to be submitted <br /> to modify the mining plan/reclamation plans as required if <br /> changes are made to how existing utilities are handled during the <br /> mining process . <br /> Thank you for the reminder. L.G. Everist, Inc. understands that any changes to the <br /> approved plan resulting from moving utilities and changing the reconfiguration of the final <br /> reclamation plan will require a Technical Revision. <br /> EXHIBIT E - Reclamation Plan (Rule 6 .4.5) : The first paragraph in <br /> the "reclamation plan for reservoir areas" is duplicated - please <br /> edit as needed. <br /> I have corrected this and enclosed a revise Exhibit E- Reclamation Plan for the file. <br /> Inlet/Outlet structures to allow floodwaters to enter and exit <br /> Phase 1 and 2 without damaging slurry wall liners will need to be <br /> designed and installed. Please provide the appropriate designs <br /> and show the locations for the structures on the Reclamation Plan <br /> Map. Costs for this will also need to be included in Exhibit L. <br /> No inlet/outlet structure will be built on this facility. It is not L.G. Everist's responsibility to <br /> bridge the gap between the permit area and the river's edge. The land owner does not <br /> desire inlet/outlet structures at this time, thereby alleviating DRMS's responsibility. After <br /> mine reclamation and release, if the landowners want to install inlet/outlet structures, they <br /> are ultimately responsible for adding them if they feel they are needed in the future. <br /> The permit boundary set-back from the river corridor was done because the landowner <br /> desires access to the South Platte River without the constraints of MSHA. This gives the <br /> landowner and his tenant farmer, access to unmined areas and on-going irrigation facilities <br /> and operations that are connected with the entire 700 acres on both the west and east sides <br /> of Highway 85. <br /> As a precaution, and following common industry practice, the permit boundary and mine <br /> limits were offset from the river bank at great distance to minimize impacts to the riparian <br /> corridor and possible inundation of floodwaters.
