Ouray Silver Mines Inc.
Technical Revision 11 March 26, 2020
2.3 New Waste Storage Pad and Enclosure with Secondary Containment
OMI requests approval to include a Waste Storage Pad and Enclosure(with secondary
containment)that was constructed in 2018 in the list of structures as well as in the updated
Reclamation Plan.
The Waste Storage Pad is constructed of two shipping containers that have been enclosed with
corrugated metal that provides a shelter over the pad. The dimensions of the enclosure are 30 feet
wide by 20 feet long. The Pad, which does not underlie the connex components of the enclosure,
is 18 feet wide by 20 feet long. The enclosure is located just outside the Mill Filter Building and
contains used oil drums on spill pallets and a double-walled,200-gallon mobile diesel fuel tank.
The used oil drums were previously stored underground. The mobile diesel tank, used to fill
difficult to maneuver equipment, previously lacked appropriate winter storage. The Waste
Storage Pad and Enclosure are inspected monthly as SPCC item C-4 waste storage pad and
submitted in Annual reports. Signage indicates the type of materials present, and a fire
extinguisher is kept within the structure.
Initially this enclosure was to be temporary. However, a DRMS Inspection conducted on June 5,
2019 identified the structure as a permanent feature and DRMS requested that it be permitted
through a formal TR. The pad and enclosure are included in the list of structures as part of the
updated Reclamation Plan and is located on the revised Reclamation Plan Map (Table L-2 and
Map F-1).
3 RECLAMATION PLAN UPDATE
OSMI requests approval to make minor updates to the Reclamation Plan and Reclamation Plan
Maps F-1 and F-la.
The items discussed in Sections 2.2 and 2.3 above require updates to the Reclamation Plan and
Reclamation Plan Maps. In addition, the Reclamation Plan and Maps require updating to reflect
changes to surface disturbance associated with implementation of the full-scale passive mine
water treatment system permitted with TR-10.
3.1 Passive Treatment Materials Placement
The treatment media that will be removed from the pilot scale passive mine water treatment
system will be temporarily placed alongside the top soil storage area until used as a soil
amendment to reclaim the side slopes of the passive water treatment ponds or used within the
SRB reactor as treatment media. Section 3.5 of the Reclamation Plan has been modified to
include this feature and temporary storage area.
3.2 Waste Storage Pad and Enclosure
The Waste Storage Pad and Enclosure has been added to the Reclamation Plan Map-F1 a and in
Table L-2, list of structures.
