Ouray Silver Mines Inc. <br /> Technical Revision 11 March 26, 2020 <br /> 3.3 Topsoil Placement and Revegetation <br /> The previous Reclamation Plan specified 12 inches of topsoil on the Revenue and Atlas TSFs, <br /> which is not practicable given the lack of growth medium and native soils at such high <br /> elevations. The proposed update to the Reclamation Plan is to cap select areas of the Atlas and <br /> Revenue TSFs with a minimum of six inches of topsoil or suitable growth medium to promote <br /> native vegetative growth and to better blend in with the natural topography of the area. Areas not <br /> receiving topsoil will be regraded and capped with suitable waste rock to reduce erosion and to <br /> more closely resemble the native landscape. The revised plan will result in the total acreage <br /> requiring topsoil changing from 9.3 acres to 5.43 acres. The Reclamation Plan has been updated <br /> to reflect this change and the configuration of topsoil placement is shown on the revised <br /> Reclamation Plan Map F-1. <br /> Section 3.1.10(1)of the Mineral Rules and Regulations of the Colorado Mined Land <br /> Reclamation Board for Hard Rock, Metal, and Designated Mining Operations states that, "In <br /> those areas where revegetation is part of the Reclamation Plan, land shall be revegetated in such <br /> a way as to establish a diverse, effective, and long lasting vegetative cover that is capable of self- <br /> regeneration without continued dependence on irrigation, soil amendment or fertilizer, and is at <br /> least equal in extent and cover of the natural vegetation of the surrounding area." <br /> The revised revegetation plan for the TSFs satisfies this requirement as it more closely resembles <br /> the native landscape and will blend in with the surrounding area. <br /> 4 RECLAMATION COST UPDATE <br /> Mine reclamation costs are detailed in Amendment 01 (Exhibit L) and TR-09 (specifically the <br /> Preliminary Adequacy Review Response dated March 2, 2017)of permit M-2012-0032. <br /> Operational and mine plan changes described below, have not been adequately captured in <br /> reclamation calculations and previous technical revisions. In particular: <br /> • Addition of passive mine water treatment system and related changes to water management <br /> has resulted in a smaller are to reclaim <br /> • The building list, along with square footage, and post mining status have been updated <br /> • Topsoil depths have been revised to reflect a minimum of 6 inches rather than 12 inches, <br /> which reduces the total amount of imported topsoil to the site. In addition,the total acreage <br /> requiring topsoil and revegetation has been reduced. <br /> An updated copy of the Reclamation Plan(Exhibit E) as well as updates to Reclamation Costs <br /> (Exhibit L)that reflect the change in acreage requiring topsoiling and seeding are included in <br /> Appendix 2. Even though the total cost of reclamation has decreased, the reclamation bond will <br /> remain the same. <br /> Page 8 of 8 <br />
