Mr. O'Brian—Environment Inc. <br /> March 27 <br /> Page 2 of 6 <br /> EXHIBIT C -Pre-mining and Mining Plan Map(s)of Affected Lands(Rule 6.4.3): <br /> Exhibit C- Surface owners Darrell McCrumb Trust and Carol Chavez Living Trust are shown on map(far <br /> SE corner,East Side),but not listed in text on map, or in Exhibit O. <br /> What is the"IR"line in the NW corner of Phase 2 and in Phase 4A? <br /> Exhibit C 1- As a general rule,the"snapshot"presentation utilized for the mining plan and bond calculation <br /> utilized in this application is not appropriate. DBMS will need to see the proposed mining plan <br /> for the site as it will be ultimately executed for all phases. <br /> Locations of topsoil and overburden piles need to be shown on mining plan map. <br /> Slurry wall for Phase 3, and the slurry walls located in the eastern part of the permit are not <br /> shown. <br /> There is no description in the legend for the hatch pattern shown in Phase 1 A/2A <br /> Because so much of the mining plan and configuration of the final reclamation plan depends on <br /> the configuration of the existing utilities, and which ones will be removed/relocated as mining <br /> and reclamation progresses;please provide a separate figure with table that highlights the utilities <br /> within the areas to be mined,a description of what they are,who owns them, and how they will <br /> be dealt with. It would probably be most useful to break this out by mining phase. <br /> The heavy hatched line in the south end of Phase 1 is inconsistent between the mining and <br /> reclamation plan maps—please edit as needed. <br /> EXHIBIT D-Mining Plan(Rule 6.4.4): It is not explicitly stated in the application,but DBMS assumes based <br /> on the information provided that Phases 1,2,3,4,5 and 6 will have slurry walls installed prior to <br /> dewatering/groundwater exposure, and that Phases IA,2A,4A,4B,and 5A will be wet mined. Please confirm if <br /> this is correct. <br /> With respect to the additional figure/table referred to above detailing the utilities in the areas to be mined,please <br /> acknowledge that DRMS will require a TR to be submitted to modify the mining plan/reclamation plans as <br /> required if changes are made to how existing utilities are handled during the mining process. <br /> EXHIBIT E-Reclamation Plan(Rule 6.4.5): The first paragraph in the"reclamation plan for reservoir areas" <br /> is duplicated—please edit as needed. <br /> Inlet/Outlet structures to allow floodwaters to enter and exit Phase 1 and 2 without damaging slurry wall liners <br /> will need to be designed and installed. Please provide the appropriate designs and show the locations for the <br /> structures on the Reclamation Plan Map. Costs for this will also need to be included in Exhibit L. <br />
