Bond Release Application -3- February 4, 2020 <br /> Supplemental Information <br /> Groundwater Monitoring <br /> In its proposed decision and findings of compliance for permit renewal No. 7, the Division <br /> found that groundwater monitoring was no longer necessary. This finding was based <br /> on the facts that the mine never produced coal, the portal entries did not encounter <br /> groundwater, and monitoring from 1984 to 1994 indicated the limited development work <br /> prior to reclamation had not impacted groundwater quality or quantity. <br /> Surface Water Monitoring <br /> The CDPS permit requires that at least two comprehensive inspections are conducted <br /> each year, once in the spring and once in the fall. At a minimum one of the two <br /> inspections must be conducted during a run-off event. The permit also requires the <br /> permitee to conduct corrective actions across the facility for deficiencies represented by <br /> each DRMS inspection. The required yearly comprehensive inspections have been <br /> conducted in accordance with the CDPS permit. No discharge has occurred and no <br /> erosion of the reclaimed area has been noted. No deficiencies have been listed in the <br /> DRMS inspection reports. <br /> Subsidence <br /> A subsidence control plan was developed for the operation (see permit application pages <br /> 4-87 through 4-91). Because operations were idled before production began, no <br /> subsidence monitoring was initiated. <br /> Post Mining Land Use <br /> The Coal Ridge No. 1 Mine is compatible with Garfield County Zoning regulation of <br /> Agriculture/PUD. The approved post-mining land use is dry land pasture and wildlife <br /> habitat (Figure 4.7-2). <br /> The 2018 and 2019 vegetation reports indicate the ground cover of perennial plants <br /> within the reclaimed areas are comparable to adjacent undisturbed native communities <br /> and plant succession is occurring and progressing in a positive direction, indicating that <br /> plants are self sustaining. This demonstrates the success and utility of the vegetated <br /> areas to be used for the approved post mining land use of dry land pasture and wildlife <br /> habitat. <br />
