muddy conditions, so we observed the area from the truck. We did not see any water <br /> flow from our vantage point. Most of the contributing watershed is reclaimed. No <br /> problems were noted. <br /> • Deal Pond: inaccessible due to muddy road and ground conditions <br /> • Industrial Waste Pond: outlet has been permanently sealed, so this is a containment pond <br /> now. This impoundment receives water from a truck wash bay, and water will be <br /> pumped out of the pond for re-use on site. <br /> • No Name 4: partially iced but flowing <br /> • No Name 5R: flowing <br /> • No Name 2: flowing <br /> • Coyote: holding water <br /> • Middle Flume 2: full and discharging <br /> • East Flume: very small amount of standing water, spillway clear. Sediment marker was <br /> not visible although thought to be recently replaced. <br /> • Deacon Pond: very small amount of water, not discharging. <br /> • Jeffway Pond: embankment and spillway in good condition. <br /> Rule 4.06: Topsoil <br /> All observed topsoil stockpiles were stable and marked as required. Stockpiles were snow <br /> covered at the time of inspection. No problems were noted. <br /> Rule 4.08: Use of Explosives <br /> Blasting activities are occurring in accordance with all applicable DRMS regulations. We <br /> observed a parting shot in L Dip Pit at 3:30 on Thursday in accordance with TMI's recently <br /> published blasting schedule. All required signage, ground control mechanisms, audible <br /> notifications, and warning sirens were observed. We also reviewed sample blasting records from <br /> the previous three months and found everything well-documented as required. Pre-blast surveys <br /> were on file for all nearby structures. The nearest structure to recent blasting activities is about a <br /> mile away. <br /> Rule 5.02.4: Availability of Records: <br /> All required records were on file in the mine office and easily locatable or readily produced by <br /> mine staff. The NPDES permit renewal is currently in progress as TMI negotiates with the <br /> Colorado Department of Public Health and Environment regarding CDPHE changes to the <br /> existing permit. TMI's blasting schedule was recently published in a local paper(affidavit dated <br /> 2/19/2020). A random sample of blast records from the previous three months were evaluated <br /> and found to contain all information required under Rule 4.08.5. <br /> Maintenance Items Noted: <br /> • Impoundment H: Russian olive weed trees to be removed from embankment when <br /> ground conditions allow. <br /> Programmatic Compliance: <br /> No enforcement actions were initiated, and none were pending during this inspection. <br /> 2 1 Pa g e <br />
