Mine Site Inspection <br /> Mine Name: Trapper Mine <br /> Permittee: Trapper Mining, Inc. <br /> Permit ID#: # C-1981-010 <br /> Inspection Date: March 11 & 12, 2020 <br /> Time: 1:00 —3:00; 7:30 — 5:45 <br /> Inspection Type: Complete Oversight Inspection <br /> Weather Conditions: Cool (30's - 40's), scattered clouds, melting snow cover, muddy ground <br /> Participants: <br /> Christine Belka: Office of Surface Mining Reclamation and Enforcement(OSMRE) #182 <br /> Forrest Luke (records review only), Trapper Mining, Inc (TMI) <br /> Robin Reilley: Division of Reclamation Mining and Safety (DRMS) <br /> Graham Roberts, TMI <br /> Background /General Information <br /> Trapper is an active, producing, surface coal mine in Moffat County. In addition to active coal <br /> mining operations, TMI has a coal ash disposal pit that receives material from the adjacent Craig <br /> Station. Dragline and truck shovel operations were removing overburden in L Dip Pit during this <br /> inspection. All observed office, shop, chlorination facility, wash bays, ready line, and storage <br /> yards were orderly and well-maintained. <br /> Rule 4.02: Signs and Markers <br /> Permit identification signs contain all required info (permit number, mine and operator names, <br /> address, and phone number) and are placed, along with blasting notification signs, at all <br /> entrances to the mine site from public roads. The immediate blasting area within the permit area <br /> was appropriately marked and access controlled. Topsoil stockpile markers are in place as <br /> required. All observed sedimentation ponds had signs that were easily visible from access roads. <br /> The permit boundary is well-marked using t-posts with PVC caps labeled "P". <br /> Rule: 4.03: Roads <br /> All roads travelled were in good repair although wet and muddy due to seasonal snowmelt. Haul <br /> roads are graveled and in good condition. Many smaller access roads were snow-covered or <br /> muddy and difficult or impossible to pass. This is normal in this area this time of year and does <br /> not indicate a problem with road drainage. Scrapers were grading roads during the inspection. <br /> Rules: 4.05.5 and 4.05.6: Sediment Control Measures and Sedimentation Ponds <br /> The following sedimentation ponds were inspected or observed from the nearest access road: <br /> • Impoundment H: several Russian olive (Elaeagnus angustifolia) weed trees are well- <br /> established within embankment must be removed. These have been noted in DRMS <br /> inspection reports for several months. Mr. Roberts indicated that conditions will likely <br /> be ideal for removal in May (mud should dry allowing access and workability). <br /> • West Pyeatt: partially iced-over <br /> • Middle Pyeatt: small amount of water/ice <br /> • East Pyeatt: iced-over but discharging due to spring water flow <br /> • Grouse and Oak Ponds: frozen over.
