EXHIBIT D <br /> MINING PLAN AND TIMETABLE <br /> Unless specifically discussed below the methods described in <br /> the original 110 permit from 1978 , the Permit conversion applica- <br /> tion from April 2002 and the Technical Revisions approved on <br /> 4/16/16 and 7/24/16 will be used. In addition, the 111 Permit <br /> area known as Sand Arroyo #2 is being incorporated into this <br /> amendment . <br /> HISTORY <br /> On April 24 , 1978 the original 110 permit for 9 . 0 acres was <br /> approved to allow mining. Any slopes that needed to be graded <br /> would be left in a 2h to lv configuration. The dry creek bottom <br /> was reclaimed each time Sand Arroyo flooded refilling the mined <br /> areas . This mine had been in operation for 40 plus years when <br /> first permitted. <br /> In April 2002 , a conversion application was filed to in- <br /> crease the permit to 52 . 0 acres . The area added was outside the <br /> creek bottom and included area where the operator thought they <br /> would find masonry sand. This conversion was approved on January <br /> 22 , 2003 . This permit changed the sloping rate for areas dis- <br /> turbed by mining to 3h to lv. No soil is found in the Sand <br /> Arroyo channel so none was to be replaced and the reclamation <br /> called for grading this areas and allowing it to refill . <br /> In April 2016 , Technical Revision 01 was filed to address <br /> boundary concern raised during a normal inspection. This re- <br /> sulted in revising the boundary description to match the original <br /> permit boundary as described. The sloping plan included, sloping <br /> any working faces to 3h to lv with the understanding that if the <br /> area flooded and removed any of the sloping, it would not be <br /> replaced. <br /> In July 2016, Technical Revision 02 was filed to simplify <br /> the permit boundary so it stayed at 52 . 0 acres . This was to make <br /> the permit boundary consistent to what was intended in 2002 . <br /> Then the 111, Permit known as the Sand Arroyo #2 (Permit # <br /> M-2017-019) was filed in April 2017 to provide material for a <br /> State Highway project . The 111 permit area, is on a knoll south <br /> of the creek channel and consisted mostly of a rocky sand suit- <br /> able for fill . The reclamation plan calls for the upland area to <br /> be leveled with 3h to lv side slopes and recoiled and seeded. <br /> This amendment adds 15 . 65 acres to the permit area and <br /> further simplifies the permit boundary by straightening the north <br /> 6 (REVISED 3/6/2020) <br />
