5. Topsoil and Overburden Handling <br />Topsoil will be salvaged from all mining areas. Topsoil stripped in the early days of the operation <br />will be stockpiled in a windrow along the top of the natural visual berm. During most of the mine <br />life, topsoil that is stripped will be directly placed on final grade areas that are ready for <br />reclamation. Topsoil stockpiled for longer periods will otherwise be stabilized with seed, mulch and <br />a tackifier to prevent wind and water erosion. <br />Overburden will be directly placed in reclamation areas as backfill to achieve the post mine <br />topography, spread in any pit floors that are ready for reclamation, or will be placed in stockpiles <br />until such time that it is used to reclaim a section of the pit. Overburden stripped from the initial <br />mining area will stored in a berm in the facilities area. The overburden stockpile will be stabilized <br />to prevent erosion. <br />Non -product material will be stored either within the facilities area or within the active mining pit. <br />All stockpiles of non -product material will be seeded, mulched and tackified utilizing the rangeland <br />seed mix, (see Reclamation Plan) that is to be used in reclamation. Stabilization will occur for any <br />stockpile that will be undisturbed for more than 14 days. Stabilization is defined as any permanent <br />or temporary method of ground control to reduce erosion by wind and water. These stockpiles will <br />be stabilized within fourteen days of final placement. Any stockpiles that see activity within 14 <br />days will be watered on the same daily schedule as other disturbed ground onsite or as necessary to <br />control dust. Stockpiles of non -product material will be graded to have slopes of 1.5H:1 V or less. <br />All temporary and product stockpiles will be located either within the active mining pit or the <br />facilities area. <br />6. Access Road <br />There are two portions of the access road within the permit area, as seen on Map C -2A. The lower <br />portion will start in the facilities area and will connect to the paved access on Highway 6 and is 2.0 <br />acres in size. Rincon Partners is working with CDOT to determine what improvements are needed <br />at this location. The upper portion of the access road (2.5 acres) starts in the northern end of Pit 2 <br />Rincon Materials D-8 CrM lxwickai and Asuwiatm PIA.0 <br />February 2020 <br />
