The mining schedule is planned to minimize disturbance and visual impacts by reclaiming areas as <br />additional mining is undertaken. These tables are based on a reasonable projection of average <br />production rates, which can vary significantly. The tables show that mining will take place for <br />approximately 10 years. Reclamation will occur contemporaneously with mining, and will also <br />occur in years I I and 12 for final reclamation once mining is completed. The total gravel mined <br />will be approximately 2 million tons, as shown in Table D-1. The large size of this operation allows <br />for the operator to plan for the future as well as the local communities to know there is a long-term <br />source of material in this area of Eagle County. <br />3. Mine Facilities and Operations <br />The initial crushing and screening will take place within the pits. Crushed and screened material <br />will be transported via an electric conveyor belt to the facilities area where it will be sorted and <br />stockpiled for future sale. A portable wash plant will be utilized on site at the facilities area to <br />create washed products. The wash plant will be fed with crushed and screened products and will <br />remove the fine material as required in the material specifications. These fines will be deposited in <br />the wash pond located near the wash plant within facilities area. This pond will periodically be <br />cleaned out. The fines will be deposited in the depression around the plant area and reclaimed at the <br />end of mining. Water consumed in the wash plant will come from an approved water draw point. <br />See Exhibit G for additional details on water use. No asphalt or concrete plants will be onsite. See <br />Map C -2A for the layout of the facilities and the operation. <br />Fueling will take place in two ways at Rincon Materials. A mobile fuel truck will travel to <br />equipment within the active pit, such as the crusher, and fill their diesel tanks directly. Two double - <br />walled diesel tanks will be maintained in the facilities area to service mobile equipment that <br />operates in the facilities area or the pit. Refueling at the diesel tanks will take place at a designated <br />location adjacent to the tanks. The double walls of the fuel tanks will serve as the required <br />secondary containment. In addition to the secondary containment afforded by the double walls of <br />the diesel tanks, the fueling location will have an impermeable floor and berms that will also act as <br />tertiary containment. A spill kit will be maintained at the fuel location. Spills within the mine area <br />also have a third level of containment, which is the berm around the area. Diesel tanks are subject <br />to a strict SPCC plan for the site.
