CnK CONTINENTAL. MATERIALS CORPORATION
Application
2.The DRMS has determined the name of Subsurface and Surface owner must be consistent with the
County records. Please resubmit page 2 of the application with the owners corrected or submit
documentation demonstrating ownership of both surface and minerals has been transferred to Castle
Aggregate.
Response: Page 2 of the permit application form has been revised to specify Castle Concrete Company
as the surface and subsurface landowner.
6.4.3 EXHIBIT C-Pre-mining and Mining Plan Map(s)of Affected Lands
6. Exhibits C-1 and C-2 Involved Area: Please resubmit C-1 and C-2 with different types of disturbance
delineated. These revised maps should include numerical values for different types of disturbance as
different types of disturbance (e.g., highwalls, topsoil/overburden stockpiles, borrow areas and haul
roads) require different reclamation approaches. Providing maps which delineate different types of
disturbances and their respective areas will be extremely helpful in estimating the required financial
warranty.
Response: Figures C-1 and C-2 have been resubmitted at a larger scale.
6.4.4 EXHIBIT D—Mining Plan
9. Fill Compaction:The response to our preliminary adequacy comments addressed compaction
specifications. However, conversations during the December 5, 2019 site visit led the DRMS to believe
lift thicknesses would be no more than one foot. The narrative in the first paragraph on page D-4 states
a lift thickness limit of three feet. Please revise the narrative to limit the lift thickness to one foot and
address the following:
Response: The text in Exhibit D has been revised to specify a lift thickness of one-foot. Compaction
methods and specifications are included in the permit submittal.
Mine reclamation projects typically do not include compaction of regraded slopes;therefore, the
methods and specifications included in this permit exceed industry standards.
a. Provide a compaction specification (e.g., minimum percent of maximum dry density as determined by
the standard Proctor test ASTM D698),
Response: The text in Exhibit D specifies that the material will be compacted to at least 90%standard
proctor density(ASTM D698). Also, the testing specifications plan has been included as an attachment to
Exhibit D.
Pikeview Quarry Amendment 4, Response to Adequacy
February 7,2020
2
