<br />Therefore, as with the Original Permit Application, Restated Permit Application, and 1994
<br />Amendment for Pikeview Quarry, the 2000 Amendment contain the results of engineering
<br />evaluations, designs, and peer reviews of designs for further development, extraction, and
<br />reclamation of the quarry. Based on the available documentation, these designs were
<br />substantively implemented at Pikeview Quarry except as modified by subsequent approved
<br />documents such as technical revisions.
<br />3.4 Technical Revision 11 (TR-11)
<br />Technical Revision 11 was submitted on July 24, 200141 and approved on August 31, 2001.42
<br />The scope of TR-11 is to “deepen the excavation of the bottom lift in the South Pit from the
<br />currently approved 30 foot depth to 70 feet deep. Plus, increase the overall angle of the cut
<br />slope from 48 degrees to 53 degrees.”43 As with the previously discussed permit application
<br />and amendments, TR-11 was based upon an engineering evaluation. The evaluation was
<br />performed by Dr. Abel who summarized his findings in a report dated June 21, 2001.44 Based
<br />on the available documentation, these designs were substantively implemented at Pikeview
<br />Quarry.
