Topsoil materials will be pushed up this slope <br />with a bulldozer, resulting in a layer approximately one to two feet thick, ready <br />for subsequent seeding and revegetation.”30 <br />The 2000 Amendment also prescribes the placement of approximately 1 foot of top soil on all <br />disturbed areas and on all 1.5Horizontal:1Vertical slopes and revegetation of the topsoiled <br />areas.31 <br />The 2000 Amendment contains an appendix (Appendix A) that includes two engineering reports <br />prepared by Dr. John F. Abel, Jr. prepared on August 20, 2000 and September 13, 2000.32, 33 <br />The reports provide slope design criteria and engineering review of the slope design, <br />respectively.
