1100318 R0T0 0811 JRW1 9 <br />earthwork grading recommendations among other recommendations.15 The engineered nature <br />of the quarry design is further highlighted by technical nature of review comments and the <br />engineer’s response.16, 17, 18 Therefore, the earliest Permit documents for Pikeview Quarry <br />contain the results of engineering evaluations and designs for development, extraction, and <br />reclaiming the quarry. Based on the available documentation, these designs were substantively <br />implemented at Pikeview Quarry except as modified by subsequent approved documents such <br />as amendments and technical revisions. <br />3.2 1994 Amendment <br />The 1994 Amendment was prepared by Mark Heifner, Ecologist, Obering, Wurth & Associates, <br />Consulting Civil Engineers, Registered Land Surveyors, and CTL Thompson, Incorporated <br />(CTL). The amendment contains, in part, engineering and geologic evaluations and designs for <br />a slight adjustment to the Permit Boundary on the north end of the quarry and for a revised <br />Mining Plan and an Enhanced Reclamation Plan. These Plans altered the Affected Land <br />Boundary by removal of approximately 25 acres of undisturbed land at the north end of the <br />quarry from the Mining Plan in exchange for quarrying an area (“Area H”) at the base of the <br />highwall. Figure 2 and Figure 3 illustrate the pre-1994 Amendment boundary configuration and <br />the configuration proposed in the 1994 Amendment, respectively. <br />As part of its engineering and geologic evaluation and design, the 1994 Amendment discusses <br />the geometry of slope benches to produce more reclaimable area. The geometry is shown in <br />Figure 4. The amendment also discusses the design of bench backwall heights as shown <br />schematically in Figure 5.
