1100318 R0T0 0811 JRW1 7 <br />3 Pikeview Quarry – Engineered Improvement to <br />Land <br />Aggregate materials have been extracted from the Pikeview Quarry for approximately the past <br />century. In circa the 1950’s, Pikeview Quarry was operated by Peter Kiewit Company, and the <br />site was used as the primary source of aggregate for construction of the United States Air Force <br />Academy. Starting in the late 1970’s, permit applications, permit amendments, and technical <br />revisions were submitted by the quarry owner that provide engineering designs of planned <br />interim and final slope configurations to facilitate extraction of aggregate and reclamation of the <br />quarry upon closure of the mine. These engineered designs were approved by the appropriate <br />regulatory reviewers and describe, among other things, the configuration and stability of quarry <br />benches, stability of the quarry, and reclamation of the quarry. In summary, these submittals <br />indicate that the Pikeview Quarry is not just land. It is an engineered improvement designed to <br />allow the quarry owner to remove, for commercial purposes, raw materials consisting of <br />saleable aggregates, particularly limestone. <br />The Development and Extraction Mining Permit application for Pikeview Quarry was filed in <br />September 19774 (Original Permit Application) and a restated permit application (Restated <br />Permit Application) was submitted in March 1980.5 On March 26, 1980, the Colorado Mined <br />Land Reclamation Board approved the permit application.6 Over the years, various permit <br />amendments and technical revisions have been submitted and approved for Pikeview Quarry. <br />Two amendments and a technical revision are of special interest for this investigation.
