Carter Mine—Limited Impact 110(2) Permit Application <br /> Exhibit D—Reclamation Plan (Rule 6.3.4) <br /> The goal of the reclamation plan is twofold:to return some of the mining-affected lands to a forestry <br /> post-mining land use, and to protect the possibility of future mining of the site if it becomes <br /> economically feasible in the future. <br /> CRG Mining will be performing reclamation throughout the mining stage of this operation. Certain <br /> reclamation activities will be carried out during early site development, and other certain activities will <br /> have to be performed much later by necessity. All mining disturbances will be addressed in the <br /> reclamation plan. <br /> All underground mine openings will have secured, durable entry structures installed in the early stages <br /> of the mining operation. According to the landowner's wishes,these entry structures are to be <br /> maintained during mining, and are to remain as permanent features after reclamation. This aspect of <br /> the portal entries in the reclamation plan will,therefore, be carried out early in the mining stage,with <br /> no follow-up portal closure activities necessary during the reclamation stage. <br /> Roadways,though not included in the permitted acreage,will also be maintained during the mining <br /> stage, and will remain as permanent,stable features in the area. <br /> CRG will ensure that all waste rock and graded areas are properly shaped and compacted for stability <br /> and to eliminate erosion. Waste rock will be placed so as to prevent leaching of any mineralized <br /> materials. <br /> The waste rock dumps will be constructed during early mine development,with outslopes at the angle <br /> of repose, usually about 1.SH:1.OV for this durable angular rock. Unless it is demonstrated that any of <br /> these slopes is unstable or contributes to sedimentation,the dump slopes will be left at this gradient. <br /> Catchment berms along the toe of the dump faces, or berms around the crests of the dumps, may be <br /> left as permanent features if they help the long-term stability of the sites. <br /> All exterior items, such as temporary or modular structures, portable equipment, materials, supplies, <br /> and debris will be removed from the site. Contaminants will be removed and disposed of at a proper <br /> facility. Stockpiled ore or other mineralized materials will either be placed underground in a dry stable <br /> location, or removed from the site. <br /> Permanent surface structures such as buildings, concrete pads, drainage control ditches and sediment <br /> ponds will be retained on the sites as permanent features. These items will be constructed and <br /> maintained to ensure their value after mining. Wherever necessary,the operator will ensure that the <br /> structures meet any requirements of the county in order to remain on the sites. <br /> Though the waste rock dumps will receive little if any grading or shaping,the dump pad surfaces will <br /> benefit from certain reclamation treatments. After all stockpiles and portable or debris items have been <br /> removed,the pad surfaces will be ripped to eliminate compaction,then seeded and dragged to establish <br /> vegetation. It has been shown across the previously disturbed sites that they will support some <br /> vegetation even without topsoil. <br />
