zzCC-MC-X <br /> February 7, 2020 <br /> Ms.Amy Eschberger <br /> Colorado Division of Reclamation, Mining and Safety <br /> 1313 Sherman Street, Room 215 <br /> Denver, Colorado 80203 <br /> RE:Technical Revision#4, Dowe Flats Quarry Permit No. M-1993-041 <br /> Dear Ms. Eschberger: <br /> This Technical Revision (TR)application for the Dowe Flats Mine Division of Reclamation Mining and <br /> Safety(DRMS) Reclamation Permit(#M-1993-041)was requested by DRMS after a routine inspection <br /> conducted on November 5, 2019.The subsequent inspection report, dated December 10, 2019, included <br /> three items to be addressed by technical revision: <br /> 1. Update and clarify the current Mining Plan and associated maps with regard to the maximum <br /> allowable disturbance area; <br /> 2. Update and clarify the current Reclamation Plan and associated maps with regard to the <br /> reclamation of the conveyor system; and <br /> 3. Recalculate the financial warranty to include the reclamation of the conveyor system. <br /> Mining Plan <br /> The current permitted maximum allowable acreage of unreclaimed mine disturbance is 105 acres.As <br /> was stated in TR-02,this disturbance maximum does not include other affected lands such as the access <br /> road,trailers and maintenance shop,stockpiles,etc. It is understood that most of these other affected <br /> lands will require reclamation and they are included in the reclamation cost estimate but are not <br /> included when calculating the mining disturbance.We have calculated the current unreclaimed mine <br /> disturbance at 158.1 acres including 92.5 acres of active mining acres and 65.6 acres of previously mined <br /> areas that are currently in the process of being reclaimed. Per the Dowe Flats air permit from the <br /> Colorado Department of Public Health and Environment and the Boulder County Special Use Permit the <br /> active mining area may not exceed 95 acres.Table 1 and Figure 1 show the status of all current or <br /> previously disturbed lands within the affected area boundary. <br /> Table 1:Current Status of Affected Area Lands <br /> Status Acres <br /> Active Mining Disturbance 92.5 <br /> Reclamation In Progress 65.6 <br /> Growth Media/Waste Rock Stockpiles 41.4 <br /> Roads&Other Disturbance 64.2 <br /> Reclaimed 180.9 <br /> Undisturbed 20.3 <br /> Total 464.9 <br />
