January 24,2020 C-1981-035/King Coal Mine JHB
The refuse pile at King I is snow covered with no recent vehicle tracks up the haul road to the top of the
pile. It appears that the top of the refuse pile is graded to manage runoff to the ditches. The upland collection
ditch appears to be complete and is snow covered.
The haul road from the county road to the base of the refuse pile road has been cleared of snow and it appears that
work has recently occurred in this area. No trucks were on site in the photos, and the gate across the haul road to
the site was closed.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7):
The Refuse pile haul road up the face of the Refuse pile at King 1 has not been cleared of snow and
remains snow covered. No vehicle traffic has accessed the refuse pile. Allowing the refuse pile and refuse pile
haul road to remain idle and snow covered is good management during the winter months and reduces runoff and
sedimentation.
The roads at the King 1 facilities area were dry. Little activity at the facilities area was apparent at the time the
photos were taken
SUPPORT FACILITIES - Rule 4.04:
The raw coal pile has an unusual hole on the top, just east of the stacker tube. GCC should be aware of
this feature for safety concerns. Photo 1 is enlarged to show this feature.
TOPSOIL—Rule 4.06
Storage and Protection 4.06.3:
Coal dust deposition on the topsoil stockpile at King II can be observed in the photos. GCC needs to find
a manageable way to reduce the coal dust from the air jig,or protect the topsoil resource in some way.
DOCUMENTS RECEIVED NA
OTHER(SPECIFY) NA
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 6
