• Robert and Jacqueline Pietrs, received December 2, 2019 (outside public comment
period)
1. Dust and Visual Impact—the Bradford Mesa sets on private land. A fugitive air emissions
permit is needed from the Colorado Department of Public Health and Environment. Air
emissions permits will be in place for all equipment and portable plants utilized on-site which
require a permit.
2. County Roads and Bridges—According to the Huerfano County `Code of the West'
http://www.huerfano.us/Codeof theWest.php:
"9. Unpaved roads generate dust when traffic reaches specific levels. As a rule,
Huerfano County does not treat county roads to suppress the dust. Dust is a fact of life
for most rural residents. If you reside near an unpaved Huerfano County road, you may
be able to obtain a permit from the Road and Bridge Department to treat the road for
dust suppression using a county approved contractor at your expense. "
The Operator has a commitment with the Huerfano County Road and Bridge Department to
make repairs and annually maintain portions of the County Roads affected by the mining
operation. This agreement is included in Exhibit M of this Preliminary Adequacy Review
submittal.
3. Exhibit K/Wind—See the above comment to Michael Bigpond's objection numbered 4.
4.
