CCV Emer-ency Response Plan <br /> IISIT <br /> 5.18 Premature Blast or Unplanned Explosion <br /> 5.18.1 In the event of a premature blast or unplanned explosion: <br /> (a) The employee involved shall notify his/her Supervisor giving all known details. <br /> (b) All equipment and materials shall be left in place. <br /> (c) Any mobile equipment not involved must evacuate the area. <br /> (d) The area shall then be secured for investigation. <br /> (e) After securing the area, the Supervisor will notify the HSLP Manager for MSHA reporting. <br /> (f) HSLP will assist with the investigation as soon as possible following the incident. <br /> 5.18.2 In the event HSLP are unavailable, notify the first person you can according to the following list. <br /> The first person contacted will assume responsibility for contacting the others on the list: <br /> (a) Site Manager <br /> (b) Acting Site Manager <br /> (c) Department Manager <br /> (d) Department Superintendent <br /> 5.18.3 All blasting and mining equipment affected by the blast will be checked for defects and damages <br /> before being released for use. <br /> 5.18.4 The HSLP Manager shall report the results of the investigation to the Site Manager. If <br /> appropriate, the cause(s) of the unplanned event and corrective action taken should be relayed to all <br /> affected employees during a subsequent safety meeting. <br /> 5.18.5 If an injury has occurred, refer to the Medical Emergencies/Accidents Section of this manual for <br /> proper response procedures. <br /> 5.18.6 MSHA requires immediate reporting for the following: <br /> (a) An unplanned ignition or explosion of gas or dust at a mine. <br /> (b) An unplanned mine fire not extinguished within 30 minutes of discovery. <br /> (c) An unplanned ignition or explosion of blasting agent or an explosive at a mine. <br /> 5.18.7 HSLP management is responsible for notifying MSHA within the prescribed time limit. <br /> HSLP shall also notify the Division of Reclamation Mining and Safety. <br /> 5.19 Motor Vehicle Accidents <br /> 5.19.1 Accidents involving personnel and motor vehicles can occur at any time or place either on the <br /> mine site or off. <br /> 5.19.2 The main aim in responding to an incident is to establish if injury has occurred and to preserve life <br /> and render prompt and effective assistance. <br /> 5.19.3 The first priority is to be directed towards saving lives, regardless of whether company property is <br /> at risk.
