NEWMONT <br />GOLDCORP. <br />1.0 INTRODUCTION <br />This application is being submitted by Cripple Creek & Victor Gold Mining Company (CC&V) to <br />modify its existing Colorado Mined Land Reclamation Board ("MLRB") Permit No. M-1980-244 for <br />the Cresson Project, known as Amendment 13. The last permit amendment submitted by CC&V <br />for the Cresson Project was Amendment 12, which was approved by the Division of Reclamation, <br />Mining as Safety (DRMS) in December 2016. Under the previously -approved Amendment 12, <br />mining of ore and overburden was anticipated to continue to approximately 2025, processing of <br />solution from the Valley Leach Facilities (VLFs) would continue to approximately 2032, and final <br />reclamation and closure would be completed by roughly 2042. <br />The total permitted acreage proposed for Amendment 13 is 6007 acres, which represents no <br />change over the permitted acreage in Amendment 12. <br />Other modifications included as part of this Amendment 13 include: <br />• Addition of Phase 3 to the Squaw Gulch Valley Leach Facility (VLF2); and <br />• Modification to the mine sequence and backfill for the Schist Island mine area. <br />Specific information on any changes or modifications contemplated to mining and overburden <br />storage operations, processing of solution from VLFs, underground workings, or reclamation are <br />described in the Exhibits of this Amendment 13. <br />Financial warranty for areas affected to date and subsequent approved technical revisions have <br />been posted with the DRMS in the amount of $208,531,301 with a surplus warranty of $959,877. <br />This financial warranty is provided as surety for reclamation of major project facilities (e.g., <br />overburden storage areas, crusher, VLF1 and VLF2, process facilities, maintenance facilities, <br />etc.) and for reclamation of affected acreage for activities ancillary to major project facilities. A <br />revised closure and reclamation financial warranty estimate of $196,350,722 is included in this <br />application to appropriately adjust the financial warranty for the proposed changes and to adjust <br />unit costs and labor rates to 2019 dollars. <br />1.1 Site Background <br />The Cripple Creek Mining District ("District") has produced over 26 million ounces of gold since <br />its discovery in 1891. Historically, mining was done using underground methods. However, since <br />the 1970s, surface mining and heap leaching for mineral recovery has been the predominant <br />mining method used in the district. MLRB Permit M-1980-244 was issued in April 1981. <br />Subsequent amendments to the permit (Amendment Nos. 1 through 12) have modified site <br />activities with the more recent amendments authorizing the current surface gold mining, <br />underground exploration and mining, processing, and recovery operations. <br />Cripple Creek & Victor Gold Mining Company Project Description <br />Cresson Project Amendment 13 <br />1 <br />
