b.Technical Revision submittal to address temporary haul roads necessary for reclamation to be <br /> constructed in previously disturbed areas. <br /> Response: Castle commits to providing these Technical Revisions. <br /> 6.4.5 EXHIBIT E—Reclamation Plan <br /> 12.Topsoil Importation:The third paragraph on p. E-2 discusses importing topsoil for reclamation.The <br /> importation of topsoil may have significant reclamation bonding implications. Please provide an <br /> estimate for the required amount of imported topsoil and if a source has been identified. <br /> Response: Exhibit E has been revised to include estimates of existing topsoil stockpile volumes. Castle <br /> estimates there are approximately 40,000 cubic yards of topsoil stockpiled onsite in two stockpiles. <br /> Approximately 20,000 cubic yards are on the northern stockpile,and these are reserved for use on USFS <br /> land. The southern stockpile also contains approximately 20,000 cubic yards of topsoil,which can be <br /> used for reclamation anywhere on the site.The remaining 57,000 cubic yards of topsoil will be <br /> imported,or a growth medium will be mixed onsite;these processes are also discussed in Exhibit E. <br /> Castle commits to importing and stockpiling this volume of topsoil or suitable soil for growth medium in <br /> 2020.Adding the road and stockpile areas increased the reclamation area to 120.75 acres,which <br /> requires 97,400 cubic yards of topsoil. <br /> 13.Subgrade:The first paragraph on p. E-4 discusses placing a 'TO-foot thick subgrade of weathered <br /> granite" over areas where shot rock remains at the surface. Shot rock can have significant void space. <br /> Please address the following: <br /> a.Will a foot of weathered granite be sufficient to prevent topsoil from being lost to void spaces <br /> in the shot rock? <br /> b.Where is this extra material included in Exhibit L? <br /> Response: Exhibit E has been revised to discuss the placement of the subgrade material. The shot rock <br /> will be "run of mine" material and will be a mixture of fine-grained to boulder sized material. The fines <br /> included in the shot rock will fill the void spaces. Additionally, compaction of the shot rock during <br /> placement and placement and compaction of the subgrade will fill any remaining void spaces.The <br /> subsoil is included in the bulk volumes included in Exhibits D and L. <br /> 6.4.6 EXHIBIT F—Reclamation Plan Map <br /> 14. Exhibit F Proposed topography: Rule 6.4.6(a) requires topography and contours. Both are provided, <br /> however there are several references to specific elevations in Exhibit D Mining Plan, Exhibit E <br /> Reclamation Plan,and Exhibit L Reclamation Costs.
