The purpose of this inspection is to conduct a <br /> bond Release inspection for SL23. Mr. Frank Ferris of Elk Ridge Mining and Reclamation represented the <br /> operator. The landowner,Mr. Jim Guire and Roseanne Guire joined the inspection at the mine office. The Guires <br /> chose not to accompany the inspection on to the reclaimed property. During discussion in the mine office,the <br /> Guires stated that they had no concerns with the reclaimed property or this bond release. <br /> The weather was cold. The area had received freezing rain the night before with approximatley 2 inches of fresh <br /> snow on top of the ice this morning. Although we could not see bare ground through the snow cover, the snow <br /> cover was thin enough to be able to gauge the shape of the land. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br /> 4.14.6: <br /> The 0.4 acre reclaimed area consists of a regraded,top soiled, seeded and irrigated sediment control ditch. <br /> The regraded ditch contours blend well with the adjoining slopes, and is in agreement with the approved post- <br /> mining contours (Map 2.05.4-1) The majority of the regraded ditch did not show evidence of rill formation, and no <br /> gully formation was evident. A short, limited to less than 10 feet long, 2-3 inches deep rill was noted at the <br /> western edge of the reclaimed ditch where it met up with the gravel equipment storage pad. This appears to be <br /> very limited in scope and duration, and may be attributed to runoff from irrigation. This rill does not continue <br /> once the slope levels out. It does not appear that it would continue to down cut as the perennial vegetation gains <br /> maturity. <br /> FISH and WILDLIFE—Rule 4.18: <br /> A mule deer was flushed out of the north west side of the reclaimed ditch when the inspection arrived on <br /> site.
