Mr. Jerald Schnabel
November 25, 2019
Page 2
27. Material Strength Properties: The last paragraph on the first page of the Stantec Memo states
the less than 3-foot lifts will be compacted by wetting the soil and traversing at least two passes
with unspecified bulldozers or haul trucks. The DRMS requires material and compaction
specifications for the fill material to ensure acceptable material is placed and compacted to an
appropriate density. Please provide material and density specifications and discuss how it will
be demonstrated the appropriate backfill density will be achieved using the proposed three-
foot lifts.
28. Slope Stability Model: The first paragraph of Section 4 in the Stantec Memo references
"closure configurations of the stockpiles". Please confirm the model analyzed the reclaimed
highwall configuration and not just the stockpiles.
29. Granite Bench: The July 2012 Seegmiller International stability analyses in AM-03 provided
an analysis of a 30-foot high granite bench(Appendix 11). No similar analysis was included in
AM-04. Please confirm there is no change in the AM-03 granite bench highwall configuration
to the AM-04 version, or provide a similar analysis.
Please remember that the decision date for this application is December 19,2019. As previously
mentioned if you are unable to provide satisfactory responses to any inadequacies prior to this date,
it will be your responsibility to request an extension of time to allow for continued review of this
application. If there are still unresolved issues when the decision date arrives and no extension has
been requested, the application maybe denied. If you have any questions, please contact meat(303)
866-3567, ext. 8169.
Sincerely, r
Timothy A.
