JCCOLORADO <br /> 0 Division of Reclamation, <br /> Mining and Safety <br /> Department of Natural Resources <br /> November 25, 2019 <br /> Mr. Jerald Schnabel <br /> Castle Aggregate <br /> 7250 Allegany Drive <br /> Colorado Springs, CO 80919 <br /> Re: Pikeview Quarry, Permit No. M-1977-211; Geotechnical Adequacy Review for 112 <br /> Construction Materials Reclamation Permit Amendment Application (AM-04) <br /> Dear Mr. Schnabel: <br /> The Division of Reclamation, Mining and Safety (DRMS) has completed its geothechnical <br /> adequacy review of your 112 Construction Materials Reclamation Permit Amendment <br /> Application, Exhibit 6.5 (AM-04) for the Pikeview Quarry, Permit No. M-1977-211. This review <br /> supplements the November 24, 2019 Preliminary Adequacy Review (PAR) letter and concludes <br /> the initial adequacy review comments. As stated in the November 24, 2019 PAR, the decision <br /> date for this application is December 19, 2019. Please be advised that if you are unable to <br /> satisfactorily address any concerns identified in this review before the decision date, it will be <br /> your responsibility to request an extension of the review period. If there are outstanding issues <br /> that have not been adequately addressed prior to the end of the review period, and no extension <br /> has been requested, the DRMS may deny this application. <br /> The review consisted of comparing the application content with specific requirements of Rule 6.5 <br /> of the Minerals Rules and Regulations of the Colorado Mined Land Reclamation Board for the <br /> Extraction of Construction Materials and the Mined Land Reclamation Board Policy 30.0 with the <br /> August 26, 2019 Stantec "PikeviewGeotechMemo" (Stantec Memo). Any inadequacies are <br /> identified under the respective exhibit heading along with suggested actions to correct them. <br /> The following items must be addressed by the applicant in order to satisfy the requirements of <br /> C.R.S. 34-32.5-101 et sue. and the Mineral Rules and Regulations of the Mined Land Reclamation <br /> Board. The Comment numbering sequence begins with the last comment number in the November <br /> 24, 2019 PAR letter: <br /> 6.5 EXHIBIT REQUIREMENTS—REGULAR 112 OPERATIONS <br /> 26. Design Criteria: The Stantec Memo design criteria section states the assumed seismic <br /> coefficient for the pseudo-static analyses is 0.03g. The July 2012 Seegmiller International <br /> stability analyses in Amendment 3 (AM-03) used a seismic coefficient of 0.075.
