Box 187 <br /> Craig, CO 81626 <br /> 25 November 2019 <br /> Re: Trapper Mining, Inc., Permit C1981010 <br /> Quarter 4 2019 Horse Gulch Fill Inspection Report <br /> Dear Ms. Perkins: <br /> The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found <br /> the above referenced report to be in general compliance with the following CDRMS regulations: <br /> 4.09.1(11(a) Inspected at least quarterly by a registered engineer, or other qualified <br /> professional specialist in construction of earth and rockfill embankments under the direction of a <br /> qualified engineer throughout the construction. <br /> The certified report covers the third quarter monitoring period from October through November 2019, <br /> and the inspection was conducted by yourself, a certified engineer on 19 November 2019. <br /> 4.09.1(11)(b) Provide to the Division a certified report within 2 weeks after each inspection that <br /> the fill has been constructed as specified in the design approved by the Division. The report shall <br /> include a description of any appearances of instability, structural weakness, and other hazardous <br /> conditions. <br /> The inspection was conducted on 19 November 2019. The Division received the report on 22 <br /> November 2019. No instability, structural weakness, or other hazardous conditions were noted <br /> during this inspection of the fill. The area where cracks were detected on the top south portion of the <br /> fill during the first quarter of 2013 was inspected and no additional cracking was observed. Other <br /> areas where differential settling has been observed in the past were also inspected. The spots above <br /> the 7350' elevation on the south side, where in 2013 some settling occurred, were inspected and showed <br /> no additional differential settling at this inspection.
