Appendix-7
Keenesburg Project RETTEW Project No.114 782 000
Colorado Sand Company LLC April26,2019
3.1.2 State
Colorado Parks and Wil life (CPW) maintains a list of threatened and endangered species in the state of
Colorado.Perthe regulations contained in Title 33 Parks and Wildlife—Wildlife Article 1(Wildlife—General
Provisions) and Article 2 (Nongame and Endangered Species Conservation) of the Colorado Revised
Statutes, "...it is unlawf dfor any person to take, possess, transport, export, process, sell or offer for sale
or ship and for any common or contract carrier to knowingly transport or receive for shipment any species
or subspecies of wildli a appearing on the list of wildlife indigenous to this state determined to be
endangered or threatened within the state." CPW also maintains a list of state special concern species;
however, these species are not protected under state law.
3.2 Desktop Assessment
3.2.1 Habitat
The project area consists of grasslands habitat with gently rolling topography. Vegetation is composed of
various grasses, yucca, and sand sagebrush. Trees are largely absent within the project area with the
exception of a grove of Russian olives growing in the southeast quarter of Section 12. This grove of trees
provides scrub-shrub habitat within Ennis Draw. Elevations across the site range from 4,950—4, 600 feet
above mean sea level, and mean annual precipitation ranges from 10-18 inches (Armstrong, 1992). Soils
contain a high percenta a of sand and are mostly well-drained. Most of the project area is a homogenous
landscape consisting of razed upland grasslands with patches of sagebrush. However, habitat is distinctly
different in portions of the drainage (Ennis Draw) running through the project area. Areas of ponded
water, dense vegetation and adjacent wetland habitat can be found within this drainage.
3.2.2 Federal Species
A desktop review was clone using the USFWS Information, Planning, and Conservation (IPaC) System to
identify federally listed species potentially occurring within the project area or that may be affected by
the proposed project ( PaC, USFWS 2018). Nine federally listed threatened, endangered or candidate
species were identified (Appendix D). Table 3.1 evaluates the potential for each of the species to occur
within the project area.
Table 3.1: Federally Listed Species
Potential
Common Name Scientific Name Status Habitat Occurrence
within Site
Birds
Least Tern' Sterna antillarum Endangered Sandbars along rivers, lake Not Likely
shorelines, only known to
occur in southern
Colorado
Mexican Spotted Strix occidentalis Threatened Old growth forests Not Likely
Owl lucida
Piping Plover' Charadrius Threatened Sand/gravel beaches Not Likely
melodus adjacent to alkali wetlands
and sandbars of major
rivers
4
