November 19, 2019 G1981-041/Roadside Portals CCW
B Substation-
The Bsubstation was stable with established vegetation. There were no erosional features observed at the site.
A Substation-
The Asubstation was stable and vegetated. There were no erosional features at the site. It was observed during
the inspection of the site that a new ditch had been created bisecting the access road directly adjacent to the A
substation(Photo 4 and 5). The disturbance was not mining related and was not created by SCC. The ditch was
located at the northern edge of the landowner's field. No impacts from the ditch had impacted the reclamation at
the A substation. The outlet of the ditch does lead directly to the A substation. If water were to flow through this
ditch, it would end up flowing onto the footprint of the reclaimed substation. As this disturbance was not created
by SCC, the Division will not hold SCC liable for any impact to the A substation from this ditch.
North Decline-
The north decline consists of two segments, an eastern and western portion. Both of the reclaimed areas were
stable with established vegetation. There were no indications of erosional features. The permanent diversion ditch
on the eastern portion was in good condition and clear of blockages (Photo 6). The permanent diversion ditch on
the western portion was stable and clear of debris. A slump(noted in previous Division inspections for 2019)had
occurred above the ditch. This slump was not created by activities associated with the Roadside Mine. Material
from this slump has ended up in the ditch. The ditch still has capacity in the channel will still allow water to be
conveyed. No new movement from the slump was observed.
Conveyor Footprint-
The conveyor footprint is located on the western side of I-70. The site was stable and vegetated. No erosional
features were observed.
DOCUMENTS RECEIVED: None
OTHER(SPECIFY): None
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 8
