The inspection <br /> was conducted by Clayton Wein of the Division. Tonya Hammond of Snowcap Coal Company(SCC)was present <br /> for the inspection. The weather was clear with a temperature of 60 degrees F. The ground conditions were dry. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The records for the Roadside Mine are located with the operator at the office of J. E. Stover and <br /> Associates, in Grand Junction Colorado. The records were well kept and up to date. Please see the Availability of <br /> Records form at the end of this report for more details. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> SCC conducted and completed the repair work associated with Technical Revision No. 69 in October of <br /> 2019. The repairs located and re-sealed a vent shaft. After the vent shaft was sealed,the site was backfilled and <br /> the topsoil was redistributed evenly across the disturbance. The topography was returned to approximate original <br /> contour. The site was then hydroseeded. Sediment waddles were placed around the perimeter of the disturbed <br /> area. The sediment waddles were in good condition and no off-site impacts were observed. The site was stable <br /> and there were no indications of erosion. Disturbance boundary markers were in place and easily identifiable <br /> (Photo 1). <br /> FISH and WILDLIFE—Rule 4.18: <br /> During the inspection a small group of deer were seen along the access road leading into the southwestern <br /> part of the permit boundary(Photo 2). <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> Borrow Area(Photo 3) - <br /> The borrow area was vegetated and stable.
