E-6
As discussed in Exhibit D: Mining Plan, initial site development will encompass pre-stripping and
temporary stockpiling of an anticipated 12-inch "growth medium" horizon from the plant area at a
location south-southeast of the plant area footprint, and within the western portion of the Year 2 mine
block. This would be followed by the roughly concurrent plant construction and commissioning, as
well as initiation of the Year 1 mine block box cut at the northernmost end of the block in order to
simultaneously secure sufficient ROM material (to initiate processing operations) and establish
sufficient pit void to accommodate processing waste. On completion of that phase of site development,
mining would then shift south to the extreme west end of the Year 1 mine block, with the pit advancing
in the general direction of the (previously-established)temporary growth medium stockpile (TS-0)to
the south, until sufficient pit void is established to accommodate a long-term or life-of-mine growth
medium stockpile (TS-1). The TS-0 temporary stockpile would then be subject to rehandle and
placement within the newly established pit void, proportionately contributing to the overall volume to
be stockpiled during Year 2 (and thereafter), stabilized, and temporarily revegetated as the long-term
TS-1 stockpile.
Topsoil Segregation,Preservation,and Replacement
The initial five (5)years of mining operations (i.e., growth medium pre-strip)will contribute (in part)
to a build-up in the total volume of the TS-1 stockpile (sufficient to accommodate final site closure
requirements); however, some portion (i.e., the remainder) will be dedicated to initial (concurrent)
reclamation efforts. Thereafter, mining operations would advance to a steady-state condition(refer to
schedule depicted in Item(e),below)where concurrent reclamation will be carried out in a manner that
allows pre-stripping of growth medium in advance of the pit progression with that same material being
back-hauled to previously mined out areas. Pre-stripping will be limited in areal extent in order to
minimize the potential for wind-borne dust generation and erosion concerns; a typical pre-strip area
will generally comprise approximately 15- to 20 acres immediately in front of the advancing active
mine face.
The TS-1 growth medium stockpile will be established with 3H:1V (nominal) side slopes, generally
equivalent to the material's natural angle of repose,in order to facilitate long-term stability and interim
revegetation efforts. Temporary seeding, as per plan (and reseeding, as may be required), will be
utilized to establish an interim vegetative cover, which in turn will enhance the feature's resistance to
wind-borne and/or precipitation induced erosional effects. At full build-out capacity(Year 5;and prior
to utilizing some of that material for feature-specific"advance"reclamation, including partial reclaim
Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019
