E-1 <br /> EXHIBIT E <br /> RECLAMATION PLAN <br /> Per Rule 6 4.5: (1) In preparing the Reclamation Plan, the Operator/Applicant should be specific in <br /> terms of addressing such items as final grading(including drainage), seeding,fertilizing, revegetation <br /> (trees, shrubs, etc.), and topsoiling. Operators/Applicants are encouraged to allow flexibility in their <br /> plans by committing themselves to ranges of numbers (e.g., 6" - 12" of topsoil) rather than specific <br /> figures; and, (2) the Reclamation Plan shall include provisions for, or satisfactory explanation of, all <br /> general requirements for the type of reclamation proposed to be implemented by the Operator/Applicant, <br /> Reclamation shall be required on all the affected land The Reclamation Plan shall include: <br /> (a) A description of the type(s) of reclamation the Operator/Applicant proposes to achieve in the <br /> reclamation of the affected land,why each was chosen,the amount of acreage accorded to each,and <br /> a general discussion of methods of reclamation as related to the mechanics of earthmoving. <br /> The current, or pre-mining use of the Permit Area is that of rangeland; and, the proposed post-mining <br /> restoration objective is to similarly return the Permit Area to that of rangeland. Inasmuch as the <br /> proposed Permit Area is located upon privately-owned lands that are wholly-controlled by Guttersen <br /> Ranches LLC,an entity principally engaged in the cattle industry,CSC has developed the Reclamation <br /> Plan in direct consultation with,and the direct concurrence of,that entity. <br /> The type of reclamation selected by CSC is consistent with the desires of Guttersen Ranches LLC with <br /> respect to the post-mining land use. Thus, the reason for the selection of the post-mining land use of <br /> "rangeland". <br /> The Permit Area, in its entirety, circumscribes the singular land use of"rangeland" in the pre-mining <br /> condition(with attendant oil and gas activity, as allowed by the landowner). Thus, the approximately <br /> 2,920 acre Permit Area,in its entirety,will be accorded the post-reclamation land use of"rangeland". <br /> In order to accomplish a post-mining/post-reclamation land use of reclamation, CSC will carry out <br /> "concurrent reclamation"throughout the life-of-mine,wherein salvageable growth medium will be pre- <br /> stripped in advance of mining, to be re-placed atop a previously mined area and seeded, on an annual <br /> basis. In addition, "advance"reclamation will also be carried out(as previously described in Exhibit <br /> D: Mine Plan)with the objective being the minimization of outstanding reclamation obligations at the <br /> Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019 <br />
