D-5 <br /> CSC envisions an approximately 10 to 12 months duration for site development, plant construction, <br /> initial pit development and plant commissioning. Once all facilities are in place and fully functional,a <br /> rapid ramp-up to the "full-scale" production level of approximately 5.2 million tons of run-of-mine <br /> (ROM)material is anticipated to occur. <br /> At a steady-state production level of a nominal 5.2 million tons of ROM per year(to include Year 1), <br /> the life-of-mine is currently projected to be at least thirteen(13)years,subject to a potential increase in <br /> longevity as incremental resource base is more fully defined within the so-classified Section 7 <br /> "temporary mining deferral area" and/or within the so-classified Ennis Draw "temporary mining <br /> deferral area",respectively. These latter two areas have not been included within the thirteen(13)year <br /> life-of-mine projection as additional data gathering and evaluation efforts are required to validate the <br /> economic viability of mining within the respective areas(which are included in the designated Permit <br /> Area). The overall duration of actual mining(and processing)activity(i.e.,life-of-mine)is dependent <br /> on the total available (economically viable) resource base, and is also potentially subject to influence <br /> by market conditions, unforeseeable mining or processing interruptions, and/or weather-induced <br /> delays,etc. <br /> Concurrent reclamation will be a component of the mining operation,commencing in Year 2,such that <br /> all mining blocks will have been reclaimed at such time mining operations cease. Each reclaimed <br /> mining block will be individually subject to a five-year monitoring and maintenance period to ensure <br /> successful revegetation and stabilization,with potential partial bond release(s)as an objective. <br /> Site closure and reclamation will commence following completion of all mining and processing <br /> operations. Terminal pit reclamation will occur concurrent with plant facilities demolition, with the <br /> (then former) plant area being reclaimed using previously stockpiled growth medium (dedicated <br /> specifically to final reclamation activities), as further described in Exhibit E: Reclamation Plan and <br /> the therein-contained Table E-1:Reclamation Sequence and Projected Material Balance. CSC will <br /> similarly carry out post-closure monitoring and maintenance for all otherwise(more recently)reclaimed <br /> areas associated with the pit operations(and related haul road infrastructure)for a period of five-years <br /> commencing upon completion of all final site reclamation activities. <br /> (f) A map(in Exhibit C: Pre-Mining and Mining Plan Map(s)of Affected Lands,Sub-section 6.4.3) <br /> may be used along with a narrative to present the following information: (i)nature, depth, and <br /> thickness of the deposit to be mined and the thickness and type of overburden to be removed <br /> Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019 <br />
