D-10
PLAN OF OPERATIONS
CSC KEENESBURG NO.2 MINE PROJECT
The CSC Keenesburg No. 2 Mine project will be an industrial sand mine with an anticipated(producing)
life-of-mine of approximately 13 years. This would be preceded by an anticipated 1-year pre-production
period(to complete plant and ancillary facilities construction and initial pit development); and, would be
followed by an anticipated 1-year closure and reclamation period and a 5-year post-closure monitoring
period. Thus, the overall(all-inclusive) life-of-minds projected to be on the order of twenty(20)years.
In the event additional mineable resource is identified,life-of-mine may extend proportionately on the basis
of producing a projected nominal 5.2 million tons per year of run-of-mine(ROM)material.
Permit Area and General Mine Plan Progression
The Permit Area includes all or portions of five sections: Sections 1 and 12 (NI/2 only); T2N; R64W and
Sections 5,6 and 7;T2N;R63W,comprising approximately 2,930 acres in total,at a location approximately
2 to 3 miles north of the Town of Keenesburg (in Weld County). The Permit Area is, in its entirety,
comprised of fee-simple (privately-owned) surface estate that is a part of the Guttersen Ranches LLC
holdings;and,it is situated immediately to the west of Interstate 76,which traverses the area in a southwest
to northeast direction as it extends from the Denver metropolitan area. The easternmost boundary of the
Permit Area is,in part, immediately adjacent to and parallels I-76.
All administrative and plant facilities, and related processing activities(to include product load-out)will be
located in the NWl/4 of Section 1;T02;R64W,with plant ingress and egress extending directly from Weld
County Road 59,which,at this location is a privately-controlled"industrial access only"road,as so-posted
at the intersection with"Weld County Road 22". [Note:"Weld County Road 22"is not an existing roadway,
but rather,a future"alignment"that is generally coincident with the common boundary of Sections 12 and
13,respectively].
Following plant facilities development, mining will commence in the northwest portion of the Permit Area
(within Section 1)at a box cut location easterly adjacent to the plant facilities(to simultaneously establish
a process waste storage location and provide the initial material to the ROM(or plant feedstock)stockpile
proximal to the wet plant facilities. Mining will then generally advance to the south (and east) into and
through the N1/2 of the abutting Section 12; T02; R64W,ultimately terminating its southward advance at
the north edge of an existing natural gas pipeline right-of-way(which crosses the Section in a west to east
Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019
