Please further define "30% of historic" as used in Exhibit G as provided. <br /> The idea of using 30% of historic has been abandoned. The trigger for <br /> requiring mitigation in 6.4.7 Exhibit G— Water Information (Groundwater) has <br /> been reworded to read `if the reclamation condition water levels are shown to <br /> occur at less than 2 feet above the historically highest elevation, then no <br /> mitigation shall be required." <br /> Any permanent groundwater level mitigation measures (such as French drains, etc.) <br /> will require submittal of a Technical Revision to the permit which will include the <br /> design specifications for DRMS approval prior to installation. <br /> 6.4.7 Exhibit G— Water Information (Groundwater) has been revised to include <br /> the following statement "If the reclamation condition water levels are shown <br /> to increase 2ft above the historically highest elevation, then a Technical <br /> Revision including specifications and design of an underdrain(s) will be <br /> submitted to the DRMS for approval prior to installation. <br /> A groundwater sampling plan will need to be submitted by the permittee to collect <br /> pre-mining water quality data (constituents from Tables I through 4 of"The Basic <br /> Standards for Ground Water".) from several monitoring locations. This data will be <br /> used to establish " background " concentrations which may be needed in the future <br /> to demonstrate that the site is in compliance with Water Quality Control Commission <br /> 5 C.C.R. 1002-41, Regulation No. 41 - The Basic Standards for Groundwater. It will <br /> be especially useful to document the pre-mining conditions if"naturally occurring" <br /> concentrations of any Table 1-4 analytes are elevated above table value standards. <br /> This sampling plan may be included in the application, or as a subsequent Technical <br /> Revision, for DRMS review and approval. <br /> The permittee will commit to the submittal of a Technical Revision (TR) for <br /> DRMS review and approval which will include a groundwater sampling plan <br /> including the specifications described above. This TR will be submitted and <br /> approved prior to mining. <br /> EXHIBIT L - Reclamation Costs (Rule 6.4.12): <br /> As previously stated, costs for removal of the low water crossing as well as <br /> installation of armored inlet/outlet flood control structures will need to be included in <br /> the provided estimate. The reclamation cost estimate will be reviewed by DRMS <br /> when all other adequacy issues have been addressed. <br /> Please see above. <br /> W S Weiland.
