The contractor had expected to begin reclamation of the E7-5 pad the
following day,but was directed by MCC to complete drainage repairs on this and other pads on the day of
the inspection. Since all MVB pads are remote from sediment treatment ponds and are consequently
permitted as Small Area Exemptions (SAEs), it is important that Best Management Practices(such as the
use of straw bales, silt fence and/or excelsior waddles) are followed, as specified in section 2.05.3 of the
Permit Application Packet.
• E74 and-6 had been left open. Since these pads are not expected to be reclaimed in the near future, the
sediment control devices should be replenished, berms should be built up as necessary and straw wattles
stabilizing topsoil piles should be repaired.
• On E8-5 the straw wattles stabilizing the topsoil stockpile should be repaired.
• On E8-6 the borehole was audibly venting although the pump was not running.
• The pump was running on E8-7. Sediment control devices should be replenished on the pad.
• On E8-8 there was evidence of subsidence on the pad surface. The berm should be checked and built up,
or the pad surface re-graded, as necessary to prevent uncontrolled runoff.
DOCUMENTS RECEIVED
N/A
OTHER(SPECIFY)
N/A
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
PHOTOGRAPHS
ET-
Eft-
Erb'-
Et7
E8-8
E87
E8-6
E8-
Figure 1: MVB pads inspected
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 19
