Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other NA - Special Categories Of Mining <br /> NA -Processing Waste Y -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Yoast Mine, C1994082, operated by Seneca Property LLC. The <br /> inspection comprised a partial phase II, a partial phase III and, a combined phase II and III bond release <br /> (SL7) inspection. The weather was clear,with temperatures ranging from 40 to 60 degrees F. The <br /> ground was dry. Present at the inspection were; Miranda Kawcak and Ellie Agioutanti representatives <br /> of Seneca Coal Co; Tom Medlin with the Office of Surface Mining (OSM), and myself; Robin Reilley <br /> with the Colorado Division of Reclamation, Mining, and Safety(DBMS). The inspection was <br /> conducted,the images and report prepared by me,Robin Reilley of the DBMS. The site was dry with <br /> established vegetation going dormant for the winter. <br /> INSPECTION: <br /> CORRECTED MAINTENANCE ITEMS: <br /> 1. Removed cattails at Pond 10 discharge structure and cleaned out the sediment in the weir. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Main haul roads were dry and in good repair. No offsite air quality issues or hydrologic impacts were <br /> observed at the time of inspection. Reclamation and vegetation appeared in good condition. Vegetation <br /> appeared well established at the time of inspection and was going dormant. No expanses of bare ground <br /> or significant weed infestations were noted at time of inspection. Ponds and drainage ways appeared to be <br /> functioning adequately. <br /> During the review of the vegetation data prior to the inspection, the vegetation sampling methodology <br /> was found to be in compliance with Rule 4.15.11(1) and the permit application. <br /> ROADS Rule 4.03 Construction 4.03.1(3), 4.03.2(3);Drainage 4.031(4), 4.03.2(4); Surfacing and <br /> Maintenance 4.03.1(5) and(6) 4.03.2(5) and(6). <br /> o Roads in and around the facilities were found to be in good repair and functioning adequately. <br /> o A couple of steep sections showed some ruts. <br /> o No standing water was noted on any roads at the time of inspection <br /> SL7 proposes a release comprising 498.8 acres of livestock grazing and wildlife habitat as follows: <br /> o Partial phase II on 143.3 acres <br /> o Partial phase III on 41.4 acres <br /> o Combined phase II and phase III on 314.1 acres, <br /> as well as the release, after phase II is achieved, of three NPDES outfalls and one surge tank as follows: <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br />
