Sediment markers were not visible in the following ponds: <br /> o No Name#2, 41 5 <br /> o Middle Flume#3 <br /> o Johnson#7R, 8R, 9R, and 10R <br /> 3. The marker in West Horse Gulch requires replacement. <br /> 4. Several Elaeagnus angustifolia should be removed around impoundment H. <br /> 5. Deltas were identified in ponds Deal and Middle Flume and will be dredged in the fall of <br /> 2019. The Quarter 1 Sediment Pond inspection identified Horse Pond as reaching its 60% <br /> sediment limit as well so, should also be cleaned during the fall of 2019. <br /> INSPECTION <br /> GENERAL MINE PLAN COMPLIANCE: <br /> During the review of the vegetation data prior to the inspection, the vegetation sampling was found to be <br /> in compliance with Rule 4.15.11(1), and the permit application. <br /> Ash and coal were being hauled; spoil and topsoil transported, dumped and graded and roads were being <br /> watered throughout the day. The power plant crusher was undergoing maintenance therefore the coal <br /> stockpile was large at the time of inspection. Topsoil laydown depths were verified across the area <br /> accessible and were no machinery was working at the time of inspection. <br /> Main haul roads and access roads were dry. Two draglines were operating casting spoil, one in the pit <br /> and one clearing spoil for the construction of a drainage way, one dragline was idle. Contemporaneous <br /> reclamation, grading, overburden and topsoil placement were taking place at the time of inspection and <br /> appear to be progressing adequately and as permitted. Constructed drainages and their check dams were <br /> being established. No offsite air quality or hydrologic issues were observed at the time of inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)14.03.2(5) and(6);Reclamation 4.03.1(7)14.03.2(7) <br /> o Haul roads and access roads appeared in good repair,well maintained and free of ruts. <br /> o Road watering was taking place throughout the day. <br /> o Ditches appeared to be functioning adequately. <br /> o No culverts were observed to be discharging at the time of inspection. <br /> SUPPORT FACILITIES—Rule 4.04 <br /> o Ready Line appeared orderly at the time of inspection. <br /> HYDROLOGIC BALANCE—Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge Structures 4.05.7, <br /> 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage-Acid <br /> and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> No stock ponds, or sediment ponds were included in the proposed release areas. A portion of a <br /> reconstructed drainage runs along the western edge of parcel F1306 and reports to East Pyeatt. The release <br /> areas report surface runoff to the following ponds: <br /> 0 East Pyeat#1 and 2 <br /> 0 Oak Ponds#1 and 2 <br /> 0 Horse Gulch <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br />
