Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> This was a partial, Phase III Bond Release(SL20) inspection. The weather was warm,with temperatures <br /> ranging from 50 to 75 degrees F and clear. The ground was dry. Present at the inspection were; Graham <br /> Roberts with Trapper Mining, Inc. (TMI), Dan McKinnon with the Office of Surface Mining(OSM), <br /> Jennifer Maiolo with the Bureau of Land Management(BLM), Steve Freese with Colorado State Land <br /> Board, and myself, Robin Reilley with the Colorado Division of Reclamation,Mining, and Safety <br /> (DRMS). SL20 proposes a partial Phase III release comprising 162.1 acres of rangeland types A,AB <br /> and C as follows: <br /> 0 21.7 acres of A <br /> 0 138.6 acres of AB <br /> 0 1.8 acres of C. <br /> These parcels are located at former pits A,F, and Z. Parcel names indicate the former pit,the rangeland <br /> seed mix, and the year of final seeding, respectively. Both private and state surface areas were included <br /> in the proposed release. All parcels have previously been Phase I and II released and meet the 10 year <br /> liability timeframe. Bulleted adequacy items below indicate subjects to be resolved before the proposal of <br /> a release decision. <br /> 0 A 4 inch diameter steel pipe was found protruding approximately 6 feet from the soil in parcel <br /> FAB06. A search of the permit found this to be a development drilling hole, drilled to a depth of 1360 <br /> feet. The documentation indicated that the pipe had been filled with bentonite in July of 2006 as per Rule <br /> 4.07.3. The operator agreed to sever the pipe and document the activities for the record. <br /> Ash and coal were being hauled; spoil and topsoil transported, dumped and graded and;roads were being <br /> watered throughout the day. The power plant crusher was undergoing maintenance therefore the coal <br /> stockpile was large at the time of inspection. Topsoil laydown depths were verified across the area <br /> accessible and were no machinery was working at the time of inspection. <br /> PERMITTING A CTIONS: <br /> o PR9 Rewrite <br /> OUTSTANDING MAINTENANCE ITEMS.- <br /> Culverts <br /> 1. Previous inspections identified several abraded culverts along the main haul road. Some <br /> culverts were replaced in 2018 during the time a portion of the power plant was temporarily <br /> decommissioned, others require addressing. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br />
