Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste Y -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Roadside Portals Mine conducted on October 16 and 17,2019. The inspection <br /> was completed by Clayton Wein of the Division of Reclamation, Mining and Safety(the Division). Tonya <br /> Hammond of Snowcap Coal Company(SCC)was present both days of the inspection. Jim Stover(J.E. Stover and <br /> Associates) and Mike Berry(Huddle ston-B erry Engineering and Testing, LLC.)were present on October 17'. <br /> Brett Fontanari was present for approximatly 30 inutes on October 17'to observe the TR-69 work. The weather <br /> was clear on the 16th and partly cloudy on the 17'. Temperatures for the days were 60 degrees F and 55 degrees F <br /> respectively. The ground conditions were dry. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> During the inspection of the mine site,the work approved under Technical Revision No. 69 JR-69)was <br /> being conducted. The site had been surveyed on days previous to the inspection. Markers had been placed on site <br /> to delineate the extent of the area approved to be disturbed. Work on the 16"included the removal of topsoil and <br /> the creation of the topsoil stockpile (Photo 1 and 2). Straw waddles had been placed on the perimeter of the <br /> disturbance(Photo 3). Equipment on site was observed to stay on the disturbance and no off-site impacts had <br /> occurred. The topsoil pile had been placed on the southeastern portion of the disturbance in accordance with the <br /> plan for TR-69 and was consistent with Figure 14-17. A topsoil marker had been placed of the pile and berms <br /> were created surround the pile to ensure the protection of the topsoil resource (Photo 4). On the 171h the Air Shaft <br /> had been located and was being excavated to a depth of 16 feet(Photo 5). Soil from the excavation was being <br /> stockpiled on the northwest corner of the disturbance in accordance to TR-69 and was consistent to Figure 14-17. <br /> The Air Shaft was a metal shaft capped by a metal plate. Excavated material consisted of small-grained sand all <br /> the way up to the size of boulders. The material being excavated is consistent with geologic units identified in the <br /> mine permit. Equipment on site included an excavator and a front loader. No off-site impacts from the activities <br /> on site had occurred.
